SUBJECT:
ADMISSIONS TO Bachelor OF NURSING,
BACHELOR of Physiotherapy & Bachelor of Medical Lab. Technology COURSES (PPMET-2004) 1. GENERAL
(a) The Governor of Punjab is pleased to notify admissions to under-graduate Degree courses in Bachelor of Science Nursing (B.Sc.), Bachelor of Physiotherapy (BPT) and Bachelor of Medical Laboratory Technology (BMLT) courses in the institutions of the state of Punjab. This notification is issued in accordance with the judgment of the Hon'ble Supreme Court of India in T.M.A. PAI Foundation Vs. State of Karnataka [ (2002) 8- SCC-481] and Islamic Academy of Education Vs. State of Karnataka [ ( 2003) 6- SCC -697].
(b) The salient points of the Supreme Court decisions are:
(1)
The state government would fix the percentage of government and management
(minority) quota in private medical institutions in the state. In fixing
the percentage the state must keep in mind the local needs and the interests
of the minority community in the state. The private institutions, if not
satisfied with the distribution of the seats, can approach the committee
headed by a retired High Court Judge.
(2)
The status of an institution as minority institution is to be determined
by taking the State as unit.
(3)
All the seats in government colleges and government quota seats in private
colleges will be filled up on the basis of merit in the common entrance
test (PPMET-2004) conducted by the university.
(4)
The management (minority) quota seats can be filled up either from the
PPMET-2004 conducted by the university or the common entrance test
conducted by the association of all private colleges. If no such test
is held by the private colleges then the management seats would also be
filled up on the basis of merit in university conducted test. Institutions
holding their own test for more than 25 years can be exempted from these
two tests and can be permitted to have their own test provided they exercise
the option and are permitted by the committee of a retired
High Court Judge.

The management (minority) quota seats would be filled up strictly on the
basis of inter se merit of the students belonging to minority community
in the competitive test and there would be no sub-reservation/quota for
any sub category in these seats.
(6)
All the seats would be filled strictly on the basis of merit and there
would be no sub quota/sub reservation in either the government seats or
the management seats except for the constitutional reservation provided
by the government. (7) There would be uniform fee-structure for both government and management seats. The private colleges can propose their own fee-structure, which would be subject to approval by the committee of retired High Court Judge.
(c) The Governor of Punjab is further pleased to notify that all the institutions whether government or private, aided or unaided, minority or non-minority shall be covered by this notification.
(d) The Governor of Punjab is further pleased to appoint Baba Farid University of Health Sciences, Faridkot to conduct the Punjab Para Medical Entrance Test - 2004 (PPMET-2004) in three compulsory subjects of Physics, Chemistry and Biology for selection of candidates for admission to Bachelor of Nursing, Bachelor of Physiotherapy and Bachelor of Medical Laboratory Technology courses in the institutes situated in the state of Punjab. (e) The government has not been approached by the association of all the private colleges in regard to the common entrance test of their own. Accordingly the management/minority quota seats in private colleges will be filled up on the basis of merit in the PPMET-2004 conducted by the university. The government quota seats in all private colleges including minority colleges would be filled up from the PPMET-2004 merit list.
(f) The Christian Nursing College (CNC) Ludhiana claims to be more than 25 years old conducting its own Admission Test for more than 25 years. The college has however so far not produced permission from the Admissions Committee headed by the retired HC Judge. The minority Christian quota seats in the college will hence fore be filled up from the PPMET-2004 conducted by the university.
2. ELIGIBILITY FOR PPMET-2004
2.1 ELIGIBILITY- The eligibility conditions for appearing in PPMET-2004 would be as under:
(a) Qualifying Examination - Candidate must have passed 10+2 or its equivalent examination in the subjects of Physics, Chemistry, Biology and English individually and must have obtained a minimum of 40% marks (Pass marks for SC/ST/BC) taken together in Physics, Chemistry and Biology in 10+2 examination. (b) Supplementary Examination -The candidates who clear the qualifying examination in supplementary batch (due to compartment etc.) are eligible for appearing in PPMET-2004. They are required to submit a proof of having cleared the said examination at the time of declaration of the result and in any case before the 1st counselling/interview. (c) Age - The candidate must have completed the age of 17 years on or before 31st December, 2004 i.e. he should have been born on or before 31st December 1987. (d) Maths Marks - In case the candidate has also taken up mathematics along with Physics, Chemistry, Biology and English then the marks obtained in Mathematics are not to be counted towards calculation of percentage for eligibility for appearing in PPMET-2004.
2.2 DISTRIBUTION OF SEATS IN PRIVATE INSTITUTIONS-
(a) At least eighty five - 85 % of total seats in an institution will be filled up from amongst the students who have passed 10+1 and 10+2 examination as a regular candidate from a recognised schools situated in Punjab. This will include 15% quota seats for the NRI candidates.
(b) Maximum of fifteen 15 % of the total seats in an institution will be filled up from amongst the students who have passed 10+1 and 10+2 examination as a regular candidate from a recognised school situated from the states other than Punjab. It will form part of the management quota.
2.3 EXEMPTIONS UNDER PARA 2.2
The
condition of having passed 10+1 and 10+2 or other equivalent qualifying
examination as regular candidate from a recognized institution situated
in Punjab given in para 2.2 (a) above shall not be applicable to the
following categories of candidates:
(a)
Children, wards and dependent (whose parents are not alive) of those Judges
serving on benches of the Honble Punjab & Haryana High Court, employees
of the Punjab & Haryana High Court, regular Punjab Government employees/
Members of All India Service borne on Punjab cadre/boards and Corporations/
Statutory bodies established by or under an Act of the State of Punjab,
who are posted outside state of Punjab and have been holding the post
outside Punjab on or before 1st January of the year of entrance examination
that is on or before 1st January 2004.
(b)
Children, wards and dependents (whose parents are not alive) of those
regular Central Government Employees not covered under other categories
of (i) above who have served for at least for two years in Punjab out
of the 3 years preceding the year of entrance examination but were posted
out of Punjab for some time during the said period of three years due
to which the children/wards were compelled to do 10+1 and/or 10+2 or equivalent
qualifying examination from out side Punjab. However those who have been
holding the post in
Punjab continuously for three years during the period shall not be entitled
to be exempted under this clause as they are equally placed with other
Punjab Government employee posted in Punjab. The three years for admission
for the year 2004 are 2001, 2002 and 2003.
(c)
Children, wards and dependents (whose parents are not alive) of those
Punjab Government pensioners settled outside
Punjab state before 1st January of the year of entrance examination i.e.
1st January 2004.
(d)
Children, wards and dependents (whose parents are not alive) of military/paramilitary
forces personnel belonging to the State of
Punjab as per record at the time of their entry into service (a certificate
on prescribed proforma by the Commanding Officer of the Unit has to be
furnished;)
(e)
Children, wards and dependents (whose parents are not alive) of the ex-employees
of military/ para-military forces personnel belonging to the State of
Punjab as per record at the time of their entry into the service, who
have retired on or after 1st January of the year, preceding two years
of the year of entrance examination (i.e. on or after 1st January 2002)
for admission of the year 2004.
(f)
Candidates who are applying against the 15% seats reserved for candidates
who have passed 10+1 & 10+2 out side the state of
Punjab. (g) Students seeking admissions under NRI category. Students from J&K who have migrated to places out side the state due to terrorism.
Note 1.
For those candidates who are repeaters in categories (a) to (g,) the year
of entrance for all these clauses shall be the year of passing 10+2 or
equivalent qualifying examination by the candidates instead of year of
entrance examination. Note 2. The dependency certificate in case of those whose parents are not alive shall have to be taken from the Deputy Commissioner of the District where the candidate resides.

3.3 MINORITY COLLEGES
Note
1 Admission to those institution/
colleges who affiliated to Baba Farid University of Health Sciences Faridkot
will not be made if they do not clear their dues by 15/7/2004. Note 2 - The colleges who are approved on year to year basis will have to obtain affiliation of the university for the year 2004-05 and approval of Councils before the date of first counselling.
4. PROCEDURE FOR ADMISSION
4.1 GOVERNMENT COLLEGES All the seats in government institutions will be filled up on the basis of merit in PPMET-2004. The procedure for filling up the NRI seats is explained in para 5 below.
4.2 PRIVATE COLLEGES - (a) The Distribution of seats in private institutions would be: Government quota seats - 50% Management quota seats - 50% ( Including 15 % NRI quota )
The 15 % non-State quota will also be part of the management quota.
(b)
The government quota seats would be filled up by the
Admissions Committee appointed by the Government on the basis of merit
in PPMET-2004 conducted by the University. (c) The Management seats would be filled up by a Committee headed by the Principal of the College concerned and comprising of the representative of the Government and the University, strictly on the basis of merit in the PPMET-2004. The Principals will request the Government and the University well in advance for nominating their representatives. Government quota seats remaining vacant will be transferred to management quota and vice-versa.
4.3 MINORITY INSTITUTIONS
Christian Nursing College, Ludhiana
(a) The Distribution of seats in Christian Nursing Medical College, Ludhiana would be as follows: Government quota seats - 50%
Minority quota seats
- 50% (only for Christians) ( including 15% NRI quota)
(b)
The Government quota seats would be filled up by the Admissions Committee
appointed by the government on the basis of merit in PPMET-2004 conducted
by the University.
(c)
The Minority quota seats would be filled up by a Committee headed by the
Principal,
Christian Nursing College, Ludhiana and comprising of a representative
of the Government and the University for which the Principal CNC would
request the Government and the University well in advance of the admission
date for nominating their representatives. (d) The Minority quota is earmarked for the students of minority community i.e. the Christian community. As explained above the CNC Ludhiana has so far not produced permission from the Admissions Committee headed by the retired HC Judge for conducting its own test and therefore the minority quota seats will also be filled up from amongst the students belonging to the Christian community from all over India on the basis of their inter se merit in PPMET-2004 conducted by the university. The admissions would be strictly on the basis of inter se merit of the students belonging to Christian Community and there would be no sub reservation/sub-quota for different faiths in Christians or for any other category. Minority quota seats remaining vacant will be transferred to government quota seats.
5. NRI SEATS
(a)
Seats-
15 % seats in all private colleges and specified seats in government colleges
are earmarked for the quota of Non Resident Indians. The college
wise details of these seats can be seen in para 3 above. The
NRI quota in private colleges will be part of the management quota.
(b) Eligibility-
The candidates against NRI seats in the colleges will be admitted on the
basis of merit determined on the basis of marks obtained in Physics, Chemistry
and Biology (PCB) in the qualifying examination. The eligibility, merit
and equalvalence of the candidates will be determined by the University.
They are not required to appear in PPMET-2004. However they are required
to be eligible for admissions in the relevant course as per guidelines
reproduced in Para 2.1. (c ) Preference- For admissions to the seats reserved for NRI candidates, preference to the exclusion of others will be given as follows: (i) First preference will be given to NRIs having ancestral origin in Punjab. (ii) Second preference will be given to NRIs having ancestral origin in states other than Punjab. (iii) Third preference will be given to those Indian candidates who are sponsored by the NRIs.
(iv) Fourth preference will be given to those students who are willing to pay
the fee in Indian currency equivalent to the stipulated fees.
Note- If sufficient number of candidates under first category are
eligible and available then they will be admitted first even if students
under subsequent category are higher in merit. (d) Admission: Admission will be made by the committee as constituted in Para 9 below.
(e) Fee: The following fee will be charged from the NRI students B.Sc. Nursing : US $ 15000 BPT : US $ 15000 BMLT : US $ 15000
Note 1- Fee less than this will not be charged by any college under any circumstances.
Note 2-
The NRI students will have to give a bank guarantee for the balance fee
it they opt to pay for in installments. Note 3- The fee will be payable in three installments of 1 yr : $ 7,500; 2nd year : $4000; 3rd year $ 3500 (f) Vacant seats- Seats remaining vacant under NRI category in government colleges will be filled up from the general category students and in private colleges will go to management quota.
6. RESERVATION
6.1 GOVERNMENT COLLEGES: The reservation for various categories in all government colleges will be as under (40%): (a) Scheduled Caste - 25% (b) Backward Classes - 5% (c) Backward Area/ Border Area 2% (d) Physically handicapped (disability 50% to 70%) to be determined at the time of interview by a duly constituted board of concerned specialty). 3 % (e) Sports person (credit will be given for the sports achievements made during 10+1 and 10+2 classes only and shall be graded by the Director Sports, Punjab) 1 % (f) Wards of (in order of preference to the exclusion of next category) 1% (i) Persons killed in terrorist action in Punjab (ii) Riot affected/displaced persons (g) Wards of Defence Personnel (in order of preference to the exclusion of next category ) 1% (i) Killed in action (ii) Disabled in action to the extent of 50% or above& Boarded out of service (iii) Died while in service & Death attributed to Military service (iv) Disabled in service & Boarded out with disability attributed to Military Service (v) Gallantry Award/ other Award Winners both serving/ retired. (vi) Serving Defence personnel/ Ex Servicemen (h) Wards of Punjab Police Personnel, Punjab Armed Police, Punjab Home Guards, and Para-Military Forces (in order of preference to the exclusion of next category ) 1% (i) Killed in action (ii) Disabled in action to the extent of 50% (iii) Winners of Presidents Police Medal for Gallantry or Police Medal for Gallantry (i) Children/ grandchildren of freedom fighters. 1%
(a) Scheduled Caste - 25% (b) Backward Classes - 5% (c) Migrants from Jammu & Kashmir on account of terrorism 1%
6.3 Explanation:
The following point shall be observed while granting above reservation
both in government and private college:
(c) In the case of Sports Category, relative merit of the candidates shall
be determined on the basis of sports performance during 10+1 and 10+2
academic course by the Director Sports,
Punjab.
(d)
The above reservation will be made in each college separately subject
to the availability of seats as per instructions issued by the Government
of Punjab from time to time. The reservation in each institution shall
not exceed 25% in case of SC and 30% in case of SC and BC combined together.
(e)
Students claiming benefits of reservation under SC/BC category will be
required to produce a certificate from the competent authority as
per instructions of the Department of Welfare No. 1/41/96-RCI/110001-17
Dated Chandigarh 5/12/1996
( for SC) and 1/41/93-RCI/459 dated 17/1/1994 ( for BC).
(f)
Candidate belonging to SC/BC will be eligible for admission as per combined
merit in PPMET-2004.
(g)
The candidates claiming reservation need not submit the required certificates
in original at the time of submitting application form for PPMET-2004.
Mere stipulation by them in the application form and the answer sheet
would be sufficient. The certificates will however be required at the
time of applying for admission after the declaration of the result. (h) The university will include the detailed guidelines and forms of various certificates in regards to the different categories in the prospectus.
7. MODE OF EXAMINATION/COUNSELLING Date of test, examination centres, conditions and modalities for the conduct of PPMET -2004 and counselling shall be decided and notified by Baba Farid University of Health Sciences , Faridkot.
8. MODE OF SELECTION AND ADMISSION
(a) All applicants securing eligibility marks in the PPMET-2004 shall be eligible
for respective course on merit and shall be required to submit admission
application form duly filled after declaration of PPMET-2004. Interview
shall be compulsory to confirm the choice of station, which will be final
irrespective of the choice filled in the application form.
(b) The interview/ counseling schedule shall be notified by the Baba Farid
University of Health Sciences Faridkot separately through press. (c) In case the two students get equal marks in the PPMET-2004 the inter-se seniority shall be determined as follows: (i) Candidate getting higher marks in the subject of Biology in PPMET-2004. (ii) Candidate older in age.
9. SELECTION COMMITTEES

10.2 Government College (a)
(b)
Hostel Security of Rs.1,000/- to be charged only once. In case of room being shared by two or more students then Rs 4800 per student. .
10.3 Private Colleges (a) Fees ( Annual and provisional) Rs College fee for BSc, BPT, BMLT courses 35,000
Note1 - These include all kinds of charges and nothing extra will be charged from the students under any head or guise. Note 2- The fee will be payable on annual basis and the colleges will not insist on deposit of fee of the entire course in advance. At the most students can be asked to give a bond that they will be liable to pay the balance fee for the whole course even if they left in midstream. Note 3- The fee shall be refunded/ adjusted if a candidate is shifted from one college to an other in second or subsequent counseling/operation of waiting list.
(b) Hostel fee and Security Advance ( Annual and provisional) i. General Room Rs.12,000/- per year (Maximum) for single bed. Proportionate reduction if room is shared. ii. Special Room (attached bathroom and AC) Rs.20,000/- per year Maximum. iii. Security Advance Rs.10,000/- or its equivalent (to be refundable at the completion of course. iv. Mess charges Actual and to be managed by the students
(These
charges are exclusive of electricity/water but inclusive of everything
else.)
(c)
Fee Fixation
Committee - The fee and charges indicated in para (a)
and (b) above are provisional. The colleges will charge the
provisional fee till their fee structure is approved by the Fee
Committee under the chairmanship of a retired HC Judge which
has already been constituted by the government. The difference between
the provisional fee and the final fee will be adjusted after finalization
of the fee structure. Admission by University- If the private colleges dont admit students on account of dispute in regard to fee, the University will be competent to make the admissions after receipt of provisional fee.
11. DETERMINATION OF MERIT FOR ADMISSION
(a)
Eligibility for admission-
For admission to these courses the candidate must have secured not
less than 40% marks (30% marks for SC/ST/BC) in PPMET-2004.
(b)
Seats to be displayed-
The information about the institution wise availability of seats and reservation
of seats for various categories will be notified by the Baba Farid University
of Health Sciences, Faridkot on the notice board at the venue of the counseling
before the interview takes place.
(c)
Reservation for 15% out of state quota-
The candidates seeking admission under 15% quota as per clause 2.2 (b)
above on all India basis shall be eligible only for reservation provided
by the Constitution of India or by an Act of Parliament i.e. 25% for S.C
/ S.T 's and 5% for B.C's and 3% for Handicapped.
(d)
Result on web site-
The result of PPMET-2004 will be published on the official web site of
Baba Farid University of Health Sciences, Faridkot (HYPERLINK
http://www.babafariduniv.com). Individual results will also be mailed
to the candidates under postal certificates. PPMET-2004 result may be
supplied by the University to all the Institutes on payment basis.
(e)
Subsequent counselling-
The second counseling will be organized to fill up the seats remaining
vacant after the first counselling. The candidates will be free
to exercise fresh options during the second counselling and the students
can forgo any/all choices preferred earlier.
(f)
Declaration by parents-
Candidates and their parents will have to give a declaration if they (candidates)
have already got admission in a course in any other State that they will
leave that seat if they opt for admission through PPMET-2004 and will
send a copy of the declaration to the concerned institute where they have
already deposited fee/ occupied a seat.
(g)
Late recognition-
If an institution gets recognition from the central councils after the
second counseling, then the seats will be filled up from the waiting list
and no fresh counseling will be held.
(h)
Transfer of seats to management quota-
As explained above government quota seats remaining vacant will be transferred
to management quota and filled up by the institutions from the eligible
students strictly as per their merit after obtaining a certification from
the Selection Committees/University that that there are no candidates
available with them and they are unable to fill up the government quota.
(i)
Management/Minority quota-
The institution would give wide publicity in at least two reputed newspapers
and students would be given at least 14 days times to apply. The applications
would be submitted to the institutions directly and admission form would
not be denied to any candidate. The management/minority quota will
be filled on the basis of inter se merit of the students in the relevant
test. The admissions would be finalized by the Committee as Para
9.2. The university representative would be at liberty to place
on record the copies of applications sent by the candidates to the colleges
directly, for consideration by the Committee.
(j)
Left over seats-
It is quote possible that for some courses sufficient number of eligible
students (as per PPMET percentage- sub Para a above) are not available.
In that case the vacant seats can be filled up from the students on the
basis of their marks in Physics, Chemistry and Biology (PCB) in the qualifying
examination after seeking permission from the Selection Committee/University.
Preference will be given to candidates who have appeared in PMET but PMET
merit will not count. If seats are still left vacant then these
can be filled up on the basis of PCB marks in the qualifying examinations
from the students who have not appeared in PMET 2004, after seeking permission
from the Selection Committee/University.
(k)
Previous instructions not to apply-
Any instruction issued earlier for previous academic year(s) shall not
be applicable to PPMET-2004. (l) Students already admitted in previous years- Any candidate who has already taken admission in the previous year(s) will not be allowed to take admission in the same course afresh during the session 2004. However if he/she opt to appear in test and qualifies the examination for any other course he/she has to submit a no objection certificate from the college where he is pursuing the studies.
12. CUT OFF DATE FOR ADMISSIONS The cut off date for admissions would be 30th September, 2004. No admission shall be made after this date under any quota or category.
13. COMMITTEES The state government has recently constituted the two Committees-Fee Approval Committee and Admissions Committee headed by Mr. Justice GR Majithia, a retired judge of the High Court as mandated by the apex court in Islamic Academy case dated 14/8/2003. The two Committees are competent to pass directions in regard to (i) fee, (ii) mode and procedure for admissions under management (minority quota), (iii) percentage of government and management quota in private colleges including minority institutions, (iv) permitting 25 years old institutions to hold their test. The relevant provisions of the notification are liable to change as per the directions of the Committees.

This is in continuation of Notification for Admissions to Bachelor of Nursing, Bachelor of Physiotherapy and Bachelor of Medical Lab. Technology Courses (PPMET 2004) issued vide No.5/45/04-4HB-III/3517, dated 1/7/2004. The corrigendum as follows is issued to rectify the omissions/mistakes:
