SUBJECT:
ADMISSIONS TO POST GRADUATE (PG) DEGREE/DIPLOMA COURSES - 2004
1.
GENERAL
(a)
The Governor of Punjab is pleased to notify admissions to Post Graduate
Degree/ Diploma courses for the year 2004 in Medical and Dental Colleges
in the State of Punjab. This notification is issued in accordance with
the judgment of the Hon'ble Supreme Court of India in TMA PAI Foundation
versus State of Karnataka and Islamic Academy of Education versus State
of Karnataka.
(b) The salient points of the Supreme Court decisions are:
-
The State government would divide the seats in private colleges in government
quota and management quota (minority quota). An institute aggrieved
with the government order regarding distribution of seats can make a
representation to a committee headed by a retired High Court Judge.

The
status of an institution as minority institution is to be determined
by taking the state as a unit.
-
The
seats in government colleges and government seats in private colleges
will be filled up on the basis of merit in a common entrance test conducted
by the university. The seats in management quota can be filled up on
the basis of merit in the test conducted by the university or common
entrance test conducted by the association of all private colleges.
If no such test is held by the association then the management seats
would also be filled up on the basis of merit in the test conducted
by the university. Institutions holding their own test for more than
25 years can be exempted from these two tests and allowed to hold their
own test provided they exercise this option and are permitted by the
committee headed by a retired High Court Judge.

The
minority seats would be filled up strictly on the basis of inter se
merit of the students belonging to minority community in the competitive
test and there would be no sub-reservation/sub quota for any category
in these seats.

Similarly
all the seats in management quota would be filled up strictly on the
basis of merit and there would be no sub quota/sub reservation of any
kind.
-
There
would be uniform fee-structure for both government and management seats.
The private colleges can only propose a fee-structure and the fee will
be fixed by the committee headed by a retired High Court Judge.
(c) The Governor of Punjab is further pleased to notify that all the institutions
whether government or private, aided or unaided, minority or non-minority
shall be covered by this notification.
(d) The Governor of Punjab is further pleased to authorize Baba Farid
University of Health Sciences, Faridkot to conduct the Entrance Test (PGET)
for the year 2004. Interview shall be conducted by the Committee to be
appointed by the Government.
(e) The private colleges have decided not to conduct any test of their
own and therefore the management/minority quota seats in private colleges
will be filled up on the basis of merit in the PGET conducted by the university.
The government quota would of course be filled up from the PGET merit
list.
(f) The Christian Medical College (CMC) Ludhiana is the only college in
the state conducting its own Admission Test for more than 25 years. The
college has exercised its option for exemption from PGET. The committee
headed by a retired judge of the High Court has yet not been constituted
and since only this committee can permit the institution to conduct its
own test, the state government has tentatively decided to accept the request
of the institution and allow it hold its own test. Therefore the minority
quota in the college shall be filled up on the basis of merit in the test
conducted by the institution itself. No institute except CMC Ludhiana
( that too only minority quota) will be allowed to select candidates out
of any other source other than the eligible candidates on the basis of
common PGET-2004 merit list.

3. DISTRIBUTION OF SEATS AND PROCEDURE FOR ADMISSIONS
3.1
GOVERNMENT MEDICAL/DENTAL COLLEGES
Out of the total seats, 25% shall be filled by the Government of India
on all India basis through an all India Competitive Entrance Test. The
remaining seats shall be filled through the Post Graduate Entrance Test
(PGET)-2004. Out of the remaining seats (i.e. 75%) to be filled through
PGET, 60% seats shall be filled up from amongst the eligible PCMS/ PCMS
(Dental)/ PDES in service doctors and 40% shall be open to all eligible
medical/ dental graduates who are residents of the State of Punjab.
A. For 60% Seats (In Service PCMS /PCMS (Dental)/PDES)
(a) The test shall be open to the candidates who have completed three
years rural service in PCMS / PCMS (Dental) or three years service in
PDES. The period of three years shall be computed as on 31/12/2003. Adhoc
service rendered in respective category will be counted for purpose of
computing the stipulated period of three years. A certificate regarding
length of service as PCMS / PCMS(Dental)/ PDES from the competent authority
i.e. Civil Surgeon/ Medical Superintendent of ESI Hospitals/ Principal,
Government Medical/ Dental College should be attached by each candidate
with the application while applying for the test. Demonstrators (Dental)
serving in the Government Dental Colleges at Patiala/ Amritsar are exempted
from the condition of rural service. PCMS Dental doctors shall also be
eligible in terms of Memo No.26/12/94-5S2/ 3161, dated 9/2/2000 issued
by Health & Family Welfare Department, Government of Punjab subject
to the condition that they should have otherwise put in mandatory 3 years
of service in PCMS (Dental).
(b) Those candidates who have completed three years rural service but
their services have not yet been regularized will also be eligible for
appearing in the PGET-2004 against 60% seats if they otherwise fulfill
the other eligibility conditions subject to production of certificate
from the Director, Health & Family Welfare, Punjab under his/her own
signature to the effect that no departmental/ disciplinary proceedings
are pending against them.
(c) The Registrars posted at Guru Gobind Singh Medical College, Faridkot
shall be allowed to do PG at GGS Medical College, Faridkot in the subject
in which they are doing registrarship subject to their getting admission
on the basis of their merit in PGET-2004 and seat being available at GGS
Medical College, Faridkot in concerned speciality/ course. However, if
they get admission at other colleges or other speciality they will have
to get reverted to general cadre before admission.
(d) One mark for each completed year of rural service over and above the
three year minimum rural service (required for eligibility for admission
under 60% quota) shall be given to PCMS/ PCMS (Dental) doctors for admission
to Post Graduate Courses in the following manner
(i) The incentive of additional marks would be available only to those
PCMS candidates who have obtained the minimum qualifying marks at PGET
prescribed for concerned category.
(ii) The number of marks, which may be given as an incentive for additional
rural service, will be limited to maximum of 5 (five).
(iii) The completed years of rural service on the basis of which incentive
will be given, must have been rendered at places, which are at least 15
km or more beyond Municipal/ City/ Notified Area Committee limits. Certificate
to this effect is required to be submitted at the time of application
from the concerned Civil Surgeon/ Principal/ Director Health Services.
(e) All PCMS/PCMS(Dental)/PDES doctors who are selected for admission
to Post Graduate courses under 60% quota shall have to produce a ‘No
Objection Certificate’ from the Director, Health and Family Welfare/
Director, Research & Medical Education, Punjab, respectively before
joining the course in accordance with instructions issued by the department
of Health & Family Welfare vide memo No.26/12/94-5HB 2/9990, dated
13/5/96.
(f) Candidate who has already done PG (degree) at his/ her own expenses
can do another PG (degree) at Government Expenses and vice-versa.
B.
For 40% Seats (Open To All Eligible Punjab Residents)
(a) Medical/ Dental graduates who are residents of the State of Punjab,
as per instructions of Department of Personnel (PP-II Branch) conveyed
vide letter no. 1/3/95-3PPII/ 9619 dated 6/6/1996 and No 1/2/95–3PPII/81
dated 1/1/1999, shall be eligible irrespective of the College/ University
from where they graduated.
(b) Any candidate holding employment shall have to produce a 'No Objection
Certificate' from his/ her employer.
(c) PCMS doctors who get admission in PG courses under 40% quota would
be sanctioned extra ordinary leave without pay for the period of the course
and will be paid stipend at the same rate as is paid to those who are
not in service and get admission against 40% quota.
C. Conditions Which Apply To Both 60% (PCMS) And 40% (Open) Category
(a) After exhausting all the eligible candidates under 60% quota including
candidates against dereserved seats, if any, the vacant seats due to non-availability
of eligible candidates shall be offered to the eligible candidates under
40% quota and vice-versa.
(b) The seats left vacant from All India Quota and surrendered by the
DGHS New Delhi shall be filled strictly on merit from the combined merit
list of PGET-2004.
3.2
DAYA NAND MEDICAL COLLEGE - LUDHIANA
(a) The Distribution of seats in Dayanand Medical College Ludhiana would
be:
Government seats - 85%
Management seats - 15%
(b) The Government seats would be filled up by the Admissions Committee
appointed by the Government on the basis of merit in PGET conducted by
the University.
(c) The Management seats would be filled up by a Committee headed by the
Principal, Dayanand Medical College and comprising of the representative
of the Government and the University strictly on the basis of merit in
the PGET and there will be no sub quota/sub category of any kind in the
management seats. The Principal DMC would request the Government and the
University well in advance for nominating their representatives. Seats
remaining vacant in management quota will be transferred to government
quota.
3.3
CHRISTIAN MEDICAL COLLEGE – LUDHIANA
3.4 CHRISTIAN DENTAL COLLEGE - LUDHIANA
(a)
The Distribution of seats in Christian Medical College and Christian Dental
College, Ludhiana would be as follows:
Government quota - 50%
Management quota - 50% (Minority quota - for Christians)
(b) The Government seats would be filled up by the Admissions Committee
appointed by the Government on the basis of merit in PGET conducted by
the University.
(c) The management quota would be filled up by a Committee headed by the
Principal Christian Medical College / Christian Dental Collge, Ludhiana
and comprising of a representative of the Government and the University
for which the the Principals of the institutions would request the Government
and the University well in advance of the admission date for nominating
their representatives.
(d) The management quota is earmarked for the students of minority community
i.e. the Christian community. The institutions can conduct a separate
test for filling up the management quota from the students belonging to
the Christian community. The admissions would be strictly on the basis
of their inter se merit in the test so conducted by the institutions and
there would be no sub-quota / sub category of any kind in the minority
quota. If the institutions do not conduct their own test then the admissions
will be made on the basis of merit in PGET. Seats remaining vacant in
management quota will be transferred to government quota.
3.5
SRI GURU RAM DASS DENTAL COLLEGE - AMRITSAR
(a)
The Distribution of seats in SGRD Dental College Amritsar would be:
Government seats - 50%
Management seats - 50% ( Minority quota – for Sikhs)
(b) The Government seats would be filled up by the Admissions Committee
appointed by the Government on the basis of merit in PGET conducted by
the University.
(c) The management quota is earmarked for the students of minority community
i.e. Sikh community. These seats would also be filled up strictly on the
basis of inter se merit of students of Sikh community in the PGET conducted
by the University. There will be no sub quota/ sub category of any kind
in the minority quota. The admissions would be finalised by the Admissions
Committee headed by the Principal Sri Guru Ram Dass Dental College Amritsar
and comprising of representative of the Government and University for
which a request would be made well in advance of the admissions date.
Seats remaining vacant in management quota will be transferred to government
quota.
4.
GENERAL ELIGIBILITY AND CONDITIONS FOR PGET
(a)
Candidates who are residents of Punjab are eligible for appearing in test.
(b) Punjab Resident status of candidates will be determined in terms of
the instructions issued by the Government of Punjab in the Department
of Personnel (Personnel Policies Branch) vide its circular letters No.1/3/95-3PPI/9619,
dated 6/6/1996 and No.1/2/95-3PII/81, dated 1/1/1999.
(c) A candidate who is already admitted in any Post-Graduate degree course
shall not be eligible to appear in the test.
(d) Medical/ Dental Graduates are eligible to take the test irrespective
of their extra attempts in their under graduate career.
(e) One year Compulsory Rotatory Internship is essential. The cut off
date will be 31st December 2003 for Medical/ Dental Graduates. However,
the candidates who have passed their BDS course before 1991 and are registered
with the Punjab Dental Council will be eligible for appearing in the PGET
without having done compulsory internship.
(f) There shall be no negative marking in PGET.
5.
DETERMINATION OF MERIT FOR ADMISSION
(a)
Candidates securing at least 50% marks in the competitive examination
will be eligible for admission. However, for SC / BC the eligibility marks
shall be 40% instead of 50%.
(b) The merit of the candidates will be determined by the University by
holding the Post Graduate Entrance Test of eligible candidates, for admission
to Post Graduate three years degree/ two years diploma courses for the
session 2004.
(c) There will be separate merit list for in service 60% quota candidates
for Government Medical/ Dental Colleges and a separate merit list for
those who are not covered under the category of in service candidates.
The merit list for open and reserve candidates will be combined and reserve
candidates will be eligible for open seats also, as per their merit.
(d) Where two or more candidates have secured equal marks in the entrance
test, the inter-se merit of such candidate shall be determined in order
of preference as under:
(i) Candidates obtaining higher aggregate marks in MBBS/ BDS examination.
(ii) Candidate older in age.
(e) Interview for Post Graduate Courses will be held at Baba Farid University
of Health Sciences, Faridkot.
(f) Personal appearance for counseling/ interview is compulsory for all
candidates applying for the Post Graduate admission. No separate interview
letters will be issued.
6.
ADMISSION COMMITTEES
There shall be two Admission Committees for finalizing admission to Government
Colleges and for Government seats in Private Colleges:
A. For Post Graduate Courses (Medical)
1. Principal Medical College Faridkot : Chairman
2. Principal Medical College Patiala : Member
3. Principal of the concerned college : Member
4. Representative of the University : Member
B. For Post Graduate Courses (Dental)
(a) Principal Dental College Patiala : Chairman
(b) Principal Dental College Amritsar : Member
(c) Principal of the concerned College : Member
(d) Representative of the University : Member
7.
CHOICE OF SUBJECT AND COLLEGE
(a)
Tentative number of seats available in various Medical/ Dental Colleges
in each specialty and category wise will be printed in the prospectus.
(b) The allotment of specialty and college shall be made on the basis
of the merit obtained by the candidate in PGET This choice of the candidate
will be obtained at the time of interview, which will be final and if
the candidate does not join or leaves the course in between he/ she will
be debarred for a period of three years for admission to PG course in
the State of Punjab.
(c) Once admission is granted on the basis of choice of the candidate,
no change of specialty, college or category shall be allowed. However
a candidate may, choose to remain on the waiting list for a particular
specialty after foregoing selection in the specialty offered to him/her.
(d) For each specialty a waiting list will be prepared and vacancy (ies),
if any, will be filled up from waiting list(s).
(e) The schedule of admission i.e. date of examination, counseling, cut
off date for admission, etc. shall be fixed by the University as per MCI
guidelines.
8.
FEES
(a)
For Entrance Test - Application fee for the Post-Graduate entrance test
will be Rs.1500/- (50% for SC candidates) and the cost of the prospectus
will be Rs.750/-. The application for PGET, complete in all respects will
be submitted to the University. After the declaration of the result the
application for the admission shall be submitted to the University separately
along with a fee of Rs.500/-.
(b) For Admission To Government Medical/ Dental Colleges-
1st year - 22,000/-
2nd year - 24,500/-
3rd year - 27,500/-
(c) Fee For Private Colleges: The fee will be separately fixed by a Committee
headed by a retired High Court judge, to be constituted shortly. The fee
prescribed for last year 2003 was :

The private colleges will charge the provisional fee as above at the time
of admission. The final fee structure will be notified after approval
from the Committee headed by a retired Judge of the High Court. The difference
between the provisional fee and the final fee can thereafter adjusted
by the students and the colleges as the case may be. The university will
be at liberty to make admission after receipt of provisional fee if the
private colleges raise any dispute in regard to fee etc..
9.
RESERVATION
A.
For Government Colleges:
The reservation for various categories in Post Graduate admission in Govt.
Medical/Dental Colleges will be as under (Total 40%):-
(a) Scheduled Caste - 25%
(b) Backward Classes - 5%
(c) Physically handicapped (disability 50% to 70%) to be determined at
the time of interview by a duly constituted board of concerned specialty).
Orthopaedically Handicap (as per MCI guidelines) 1%
(d)
Sports person (credit will be given for the sports achievements made during
MBBS/ BDS academic courses only and shall be graded by the Director Sports,
Punjab) 2 %
(e)
Wards of (in order of preference to the exclusion of next category) 2%
(i) Persons killed in terrorist action in Punjab
(ii) Riot affected/displaced persons
(f)
Wards of Defence Personnel (in order of preference to the exclusion of
next category ) 2%
(i) Killed in action
(ii) Disabled in action to the extent of 50% or above& Boarded out
of service
(iii) Died while in service & Death attributed to Military service
(iv) Disabled in service & Boarded out with disability attributed
to Military Service
(v) Gallantry Award/ other Award Winners both serving/ retired.
(vi) Serving Defence personnel
(g)
Wards of Punjab Police Personnel, Punjab Armed Police, Punjab Home Guards,
and Para-Military Forces (in order of preference to the exclusion of next
category ) 2%
(i) Killed in action
(ii) Disabled in action to the extent of 50%
(iii) Winners of President’s Police Medal for Gallantry or Police
Medal for Gallantry
(h) Children/ grandchildren of freedom fighters. 1%
B.
For Private Colleges:
The reservation in private colleges in government seats will be as follows
(Total : 31%) :
(a) Scheduled Caste - 25%
(b) Backward Classes - 5%
(c) Physically handicapped (disability 50% to 70%) to be determined at
the time of interview by a duly constituted board of concerned specialty)
Orthopaedically Handicap (as per MCI guidelines) 1%
C.
Explanation: The following point shall be observed while granting above
reservation both in government and private college:
(a) The candidate under category (c) shall be admitted only if he/ she
has locomotory disability of lower limbs between 50% to 70% disability
and with this disability he/ she is otherwise found fit medically to pursue
the course in the speciality concerned by the Medical Board duly constituted
by the Government and consisting of Heads of the respective Departments
of three government Medical Colleges at Patiala, Amritsar and Faridkot.
(b) The reservation for handicapped category is 3%. The MCI has clarified
that only orthopaedically handicap are entitled to reservation and students
having hearing/visual impairment are not eligible for reservation as per
letter No. Dated. The reservation for handicapped persons accordingly
instantly reduced from 3% to 1%.
(c) For the claim of reservation in category (g) above a certificate to
this effect issued by Inspector General Police (HQ), Punjab shall have
to be produced while submitting other documents. In case of Paramilitary
Forces this certificate shall be countersigned by IG Police (HQ) Punjab.
(d) The above reservation will be made in each speciality/ college separately
subject to the availability of seats as per instructions issued by the
Government of Punjab from time to time. The reservation in each institution
shall not exceed 25% in case of SC and 30% in case of SC and BC combined
together.
(e) A hundred point roster shall be maintained category wise / subject
wise/ institution wise with base year, 1993. In the case of Dayanand Medical
College, Ludhiana and SGRD Dental College Amritsar the base year will
be 2002 and in the case of Christian Medical College, Ludhiana will be
2004.
(f) The number of seats in each speciality shall be indicated separately
for 60% and 40% quota seats, wherever applicable. In the prospectus for
post graduate entrance test, after calculating the reservation of seats
in each speciality/ institution.
(g) Students claiming benefits of reservation under SC/BC category will
be required to produce a certificate from the competent authority as per
instructions of the Department of Welfare No 1/41/96- RC 1/ 110001-17
dated Chandigarh 5/12/1996 ( for SC) and 1/41/93-RCI/459 dated 17/1/1994
( for BC).
(h) Candidate belonging to SC/BC will be eligible for admission as per
their combined merit in PGET.
(i) There shall be no reservation in the management quota in the private
colleges.
10.
MODE OF EXAMINATION
The dates, conditions and modalities for the conduct of postgraduate entrance
test together with the centers for the conduct of the examination shall
be decided by Baba Farid University of Health Sciences, Faridkot. The
process of conduct of Test, counseling/ interview, etc. should be completed
by 30 April 2004, so that classes start w.e.f. 1st May 2004 (As per MCI
guidelines).
11. GENERAL CONDITIONS
(a) Candidates who join the course will not be allowed to do private practice.
In case of violation the candidature shall be cancelled.
(b) Concealment of facts or false declaration by the candidate shall lead
to cancellation of admission.
(c) Candidates selected under 40% quota will get fixed emoluments/ stipends
as determined by the Government from time to time for the course period
i.e. three years.
(d) Candidates will have to give a declaration that they have not abandoned
the Post Graduate seats after opting for admission or after getting admitted
in post Graduate Courses in the State of Punjab in previous years.
(e) Any notification/ instructions issued earlier for previous academic
year(s) shall not be applicable to PGET-2004.
For
any dispute arising out of this notification or admission under this notification,
the jurisdiction shall be Punjab and Chandigarh only.
