STATUS REPORT OF SAHEED BEANT SINGH PUNJAB INSTITUTE OF MEDICAL SCIENCES, JALANDHAR


1. Important Milestones

10/10/1994: Important Minor Mile Stone – The Punjab Institute of Medical Sciences Society was registered under registration of Society Act, 1860.

4/7/1997: The land measuring 60.77 acres was purchased from PUDA for Rs.3.00 crores for the institute.

22/10/1999: The plan for college was formulated for 400-bedded hospital and 50 MBBS seats.

2000: The land measuring 104 acre was purchased from PAU Ludhiana for Rs.15.00 crore out of which Rs.10 crore was paid and Rs.5.00 crore is still outstanding.

29/8/2001: The scope of work was increased to 500-bedded hospital and 100 MBBS seats. The total cost was estimated to be Rs.203 crore

10/10/2001: The contract for construction of hospital and college was signed with L&T for Rs.63.69 crore. Later enhanced to Rs.70 crore

24/10/2001: The work for construction of hospital and college was started and was to be completed within 30 months i.e. 26/4/2004

26/10/2003 : PIMS renamed as Saheed Beant Singh memorial Punjab Institute of medical Sciences

26/4/2004 : Target date for completion of hospital and college building. Likely to be delayed by at least one year

2. Other Important Details

The other important details of the institute are:

(a) The land for the institute – 60.77 acres of land purchased from PAU, Ludhiana in 1997.

(b) Approximate cost – Rs.203.09 crore

(c) Hospital - 500-bedded.

(d) MBBS - 100 seats

(e) Target date for completion of hospital and college building – 26/4/2004

(f) Target date for admission in the college – July, 2005

(g) Source of Funds – Addl Central Assistance - The State Government received additional central assistance of Rs.25 crore from Govt. of India out of which Rs.15 crore was released to PIMS and a sum of Rs.10 crore is still lying with the Finance Department.

Sale of 104 acre of land: The PIMS purchased 104 acres of land from PAU, Ludhiana and this land was transferred to PUDA for commercial exploitation. A sum of Rs.180.00 crore is likely to be available from this land.

(h) Contractors – M/s Larsen and Toubro Ltd.
(i) Supervising Agency – PHSC against 2% charges.

3. Important Issues: The details of various items as on 30/4/2004 are placed below. It may kindly be perused. There are some important issues, which need to be brought to the notice of the MERM and CM.

(i) Meeting of Governing Body: The Governing Body of Saheed Beant Singh Punjab Institute of Medical Sciences is headed by the Chief Minister and comprises of 13 other members including MERM, CS, PSCM, SMER DRME as is clear from CP/98. The last meeting of the Governing Body was held on 29/8/2001. The case has been separately submitted to the Hon’ble Chief Minister for giving date and time for the next meeting of the Governing Body. There are large number of items which require ex-post-facto approval of the Governing Body and status of the project also needs to be apprised to the body.

(ii) Appointment of Director Principal: The Governing Body of the institute is the appointing authority for the Director Principal of this institute. The first Director Principal, Dr.B.D.Gupta, was full time and thereafter most of the Directors have been holding the post as additional charge. The details can be seen at CP/63. Briefly the Director Principals have been:

The work of civil construction is nearly complete but the other minor works are required to be completed. Besides we have to appoint faculty members and have the inspection from MCI conducted. All this will require full time attention, work and a lot of paper work. It is therefore important that we appoint a full time Principal. The case was submitted to MERM in February, 2004 for appointment of one of principals of our existing Govt. Medical Colleges as Director Principal of PIMS Jalandhar but somehow the matter could not be finalised.

(iii) Status of Works: As per contract agreement with L&T the civil construction was to be completed by 26/4/2004. The work of L&T is nearly complete ( page 12 of the note placed below). The building is nearly completed but the finishing works can not be completed until other works like air conditioning etc. are completed.

It is the minor works, the details of which are given at page 13 of the note placed blow, that are going to create problems. The target date for completion of air conditioning (HVAC) is 14/2/2005 but the work has not started as yet. This is going to create delay and the finishing work of the building can not be completed till the work of air conditioning is completed. It may therefore be seen that all kinds of civil works which were to be completed by 26/4/2004 are going to be delayed by atleast one year i.e. upto 26/4/2005.

The other works like housing, faculty, auditorium etc. (page 11 of the note) are also to be completed only by 30/4/2005.

i. Funds: The total estimated expenditure of the college is going to be about Rs.203 crore (page 7,8 of the note) as against the projected income of Rs.214 crore (page 9 of the note). The details are as under:

There doesn’t appear to be overall shortage of funds. The problem is the timing of the availability of funds. By 30/4/2005 we will have an income of 156.50 crore against the expenditure of Rs.203 crore leaving a deficit of Rs.47 crore. The income from PUDA is received in instalments and a sum of Rs.55.50 crore would be received beyond 30/4/2005. PUDA can be persuaded to give a loan of Rs.47 crores so that we can complete the project and this loan can be adjusted against the income from instalments beyond 30/4/2005.
