SUBJECT : ADMISSION TO DIPLOMA IN MEDICAL LABORATORY TECHNOLOGY (DMLT)-2004-05


1. GENERAL

The Governor of Punjab is pleased to notify that the admission to Diploma in Medical Lab. Technology (DMLT) course for the year 2004-05 in the institutions in the State of Punjab.
The Govt. has further decided that from the year 2005-05 the institutions under the control of Technical Education Department would also come under the control of Department of Medical Education. To remove the disparity in duration of course running in different institutions it has been decided that from the year 2005 the qualification will be 10+2 and the duration of the course will be two-year.

2. ELIGIBILITY CRITERIA

2.1 Government Institutions : The eligibility conditions for admission in 3 government medical colleges would be as follows –

(a) 50% direct quota – the candidate must have passed 10+2 examination or its equivalent examination in the subject of Physics, Chemistry and Biology with the minimum of 45% ( 40% for SC/BC/ST) marks. The course would be of one year duration.

(b) 50% in service quota – (i) for Lab Attendant/ Class IV - the candidates appointed on or before 31/12/1993 have to be matriculate and candidates appointed after 31/12/1993 have to be 10+2 with Biology as one of the subject. (ii) for Class III employees – the candidates have to be 10+2 passed with Biology as one of the subject. .The selection would be by the seniority in the cadre and not by percentage of marks in Matric or 10+2.

2.2 Private Institutions : The eligibility conditions for admission in the private institutions will be matriculate with minimum of 45% marks (40% for SC/BC/ST). The course will be of 3 year duration, of which 2 year would be devoted to theory and final year for practical.

2.3 Qualification for 2005-06: The department of Medical Education is looking after 3 government and 10 private institutions. The department of Technical Education is looking after 2 government institutions and 7 private institutions. From the next year all the institutions would be under the control of Department of Medical Education and Research. It has been decided that from next year onwards the eligibility condition would be 10+2 with Physics, Chemistry and Biology and the course would be of 2 year duration for both government and private institutions.

2.4 Age - The candidate must have completed 17 years of age as on 31/12/2004 i.e. he should have been born on or before 31/12/1987.

3. DISTRIBUTION OF SEATS

3.1 Government Institutions -

(a) 50% of the seats are earmarked for the candidates who have passed their 10+1 and 10+2 examination or other equivalent qualifying examination as a regular candidate from a recognised institute situated in the State of Punjab. The candidates would be required to submit a certificate to this effect from the Principal/ Head of the institution last attended in the prescribed proforma.

(b) 50% of seats shall be filled from the in service employees as per their seniority in the cadre.

3.2 Private Institutions –

(a) Government quota seats: 50% of the seats shall be government seats and shall be filled from the students who have passed the qualifying examinations i.e. Matriculate from the school situated in the state of Punjab.
(b) Management seats: 50% seats shall be filled by the management. Out of management quota seats 35% seats shall be filled up from the students who have passed their Matriculate exam from the state of Punjab and upto 15% seats can be filled up by the management from the students who have passed their matriculate exam from schools out side Punjab.

It is clarified that seats remaining vacant in government quota shall be transferred to management quota and vice versa.

4. EXEMPTIONS UNDER PARA 3.1 (a) and 3.2 (a)


The condition of having passed 10+1 and 10+2 or other equivalent qualifying examination as regular candidate from a recognised institution situated in Punjab given in Para 3.1 (a) and 3.2 (a) above shall not be applicable to the following categories of candidates :

(a) Children, wards and dependent ( whose parents are not alive ) of those Judges serving on benches of the Hon’ble Punjab & Haryana High Court, employees of the Punjab & Haryana High Court, regular Punjab Government employees/ Members of All India Service born on Punjab cadre/ boards and Corporations/ Statutory bodies established by or under an Act of the State of Punjab, who are posted outside State of Punjab and have been holding the post outside Punjab on or before Ist January of the years of entrance examination that is on or before Ist January 2004.

(b) Children, wards and dependents (whose parents are not alive) of those regular Central Government Employees not covered under other categories of (i) above who have served for at least for two years in Punjab out of the 3 years preceding the year of entrance examination but were posted out of Punjab for some time during the said period of three years due to which the children/ wards were compelled to do 10+1 and/ or 10+2 or equivalent qualifying 3.2 Private Institutions –

(a) Government quota seats: 50% of the seats shall be government seats and shall be filled from the students who have passed the qualifying examinations i.e. Matriculate from the school situated in the state of Punjab.

(b) Management seats: 50% seats shall be filled by the management. Out of management quota seats 35% seats shall be filled up from the students who have passed their Matriculate exam from the state of Punjab and upto 15% seats can be filled up by the management from the students who have passed their matriculate exam from schools out side Punjab. It is clarified that seats remaining vacant in government quota shall be transferred to management quota and vice versa.

4. EXEMPTIONS UNDER PARA 3.1 (a) and 3.2 (a)
The condition of having passed 10+1 and 10+2 or other equivalent qualifying examination as regular candidate from a recognised institution situated in Punjab given in Para 3.1 (a) and 3.2 (a) above shall not be applicable to the following categories of candidates :

(b) Children, wards and dependents (whose parents are not alive) of those regular Central Government Employees not covered under other categories of (i) above who have served for at least for two years in Punjab out of the 3 years preceding the year of entrance examination but were posted out of Punjab for some time during the said period of three years due to which the children/ wards were compelled to do 10+1 and/ or 10+2 or equivalent qualifying examination from out side Punjab. However those who have been holding the post in Punjab continuously for three years during the period shall not be entitled to be exempted under this clause as they are equally placed with other Punjab Government employed posted in Punjab. The three years for admission for the year 2004 are 2001, 2002 and 2003.

(c) Children, wards and dependents (whose parents are not alive) of those Punjab Government pensioners settled outside Punjab State before Ist January of the year of entrance examination i.e. Ist January 2004.

(d) Children, wards and dependents ( whose parents are not alive ) of military/ paramilitary farces personnel belonging to the State of Punjab as per record at the time of their entry into service ( a certificate on prescribed proforma by the Commanding Officer of the Unit has to be furnished;)

(e) Children, wards and dependents (whose parents are not alive) of the exemployees of military / para-military forces personnel belonging to the State of Punjab as per record at the time of their entry into the service, who have retired on or after Ist January of the year, preceding two years of the year of entrance examination (i.e. on or after Ist January 2002) for admission of the year 2004.

(f) Candidates who are applying against the 15% seats reserved for candidates who have passed 10+1 & 10+2 out side the State of Punjab.

(g) Departmental class IV candidates for whom there is relaxation of qualification (before 1992).

Note 1. The dependency certificate in case of those whose parents are not alive shall have to be taken from the Deputy Commissioner of the District where the candidate reside.

6. PROCEDURE FOR ADMISSION

6.1 Government Colleges – All the seats in government institutions will be filled up on the basis of merit in the qualifying examination as explained in Para 2.1 & 3.1. The admission shall be finalised by the committee as explained in para 9.1. below.

6.2 Private Colleges –


(a) The distribution of seats in private institutions would be: Government quota seats – 50% Management quota seats – 50%

(b) The government quota seats would be filled up by the Admission Committee as per para 9 below.

(c) The Management seats would be filled up by a Committee headed by the Principal of the institution concerned and comprising of the representative of the government. The Principals will request the government well in advance for nominating their representatives. Government quota seats remaining vacant will be transferred to management quota and vice-versa.

7. RESERVATION

7.1 Government Colleges – The reservation for various categories in all government colleges will be as under (40%):

(a) Scheduled Caste 25%
(b) Backward Classes 5%
(c) Backward Area/ Border Area 2%
(d) Physically handicapped (disability 50% to 70%) to be determined at the time of interview by a duly constituted board of concerned specialty). 3%
(e) Sports person (credit will be given for the sports achievements made during 10+1 and 10+2 classes only and shall be graded by the Director Sports, Punjab) 1%
(f) Wards of Persons killed in terrorist action in Punjab and Riot affected/ displaced persons on account of 1984 rights 1%
(g) Wards of Defence Personnel (in order of preference to the exclusion of next category)  
  (i) Killed in action.
(ii) Disabled in action to the extent of 50% or above & Boarded out of service.
(iii) Died while in service & Heath attributed to Military service.
(iv) Disabled in service & Boarded out with disability attributed to Military Service.
(v) Gallantry Award/other Award Winners both serving/retired.
(vi) Serving Defence personnel/Ex Serviceman.
 
(h)
Ward of Punjab Police Personnel, Punjab Armed Police, Punjab Home Guards and Para-Military Forces (in order of preference to the exclusion of next category)
(i) Killed in action.
(ii) Disabled in action to the extent of 50%
(iii) Winners of President’s Police Medal for Gallantry or Police Medal for Gallantry.
 
(i) Children/grandchildren of freedom fighter. 1%



7.2 For Private Colleges- The reservation in private college in government quota seats will be a follows (Total: 30%)
a) Scheduled Caste 25%
b) Backward Classes 5%

7.3 Explanation – The following point shall be observed while granting above reservation both in government and private college:

a) The candidate under category 7.1(d) shall be admitted only if he/she has locomotory disability of lower limbs between 50% to 70% disability an with this disability he/she is otherwise found fit medically to pursue the course in the specialty concerned by the Medical Board duly constituted by the Government and consisting of head of he respective Departments of three government Medical Colleges at Patiala, Amritsar and Faridkot.

b) For the claim of reservation in category 7.1(h) above a certificate to this effect issued by Inspector General Police (HQ), Punjab shall to be produced while submitting other documents. In case of Paramilitary Forces this certificate shall be countersigned by IG Police (HQ) Punjab.

c) The above reservation will be made in college separately subject to the availability of seats as per instruction issued by the Government of Punjab from time to time. The reservation in each institution shall not exceed 25% in case of SC and 30% in case of SC and BC combined together.

d) Students claiming benefits of reservation under SC/BC category will be required to produce a certificate from the competent authority as per instructions of the department of welfare No. 1/41/96-CI/110001-17 dated Chandigarh 5/12/1996 (for SC) and 1/41/93-RCI/459 dated 17/1/1994 (for BC).

e) In case of Sports category, relative merit of the candidates shall be determined on the basis of performance during 10+1 and 10+2 academic course by the Director Sports, Punjab.

f) There shall be no reservation in the management quota seats. The reserve category candidates will however be able to complete for the seats on the basis of their merit.

8. MODE OF SELECTION AND ADMISSION


a) The admission shall be as per merit in the qualifying examination.
b) Interview shall be compulsory.
c) The interview/counseling schedule shall be notified by the Principal of the concerned college.
d) In case the two students have equal marks in the qualifying examination then the inter-se merit shall be determined as follows:

i. Candidate getting higher marks in the subject of Biology for 10+2 candidates and science subjects for matric candidates.
ii. Candidate older in age.


9. ADMISSIIONS COMMITTEES

9.1 Government colleges and government quota seats in private institutions -


The following committee is constituted for holding interview for admission:

i. Principal of the concerned institution - Chairman
ii. Representative of DRME - Member
iii. Representative of Welfare Department - Member


9.2 Management quota seats in private institutions – The following Committee would finalise the admissions against management quota seats in private institutions:

i. Principal of the concerned institutions - Chairman
ii. Representative of DRME - Member


10 FEE STRUCTURE


10.1 For Government Colleges:

10.2 Private institutions -

(a) Fees (Provisional ) Rs.
  College fee 22,000 per annum

Note 1-
These include all kinds of charges and nothing extra will be charged from the students under any head or guise.
Note 2-
The fee will be payable on annual basis and the colleges will not insist on deposit of fee of the entire course in advance. At the most students can be asked to give a bond that they will be liable to pay the balance fee for the whole course even if they left in midstream.
Note 3-
The fee shall be refunded/ adjusted if a candidate is shifted from one college to an other in second or subsequent counselling/ operation of waiting list.


(b) Hostel fee and Security Advance (Provisional)

i.
General Room Rs. 10,000/- per year (Maximum) for single bed. Proportionate reduction if the room is shared.
ii. Special Room (attached bathroom and AC) Rs. 20, 000/- per year Maximum.
iii. Security Advance Rs. 10,000/- or its equivalent (to be refundable at the completion of course.
iv. Mess charges- Actual and to be managed by the students
(These charges are exclusive of electricity/ water but inclusive of everything else.)


(c) Fee Fixation Committee –
The fee and charges indicated in para 10.2 (a) and (b) above are provisional. The institutions will charge the provisional fee till their fee structure is approved by the Fee Committee under the Chairmanship of a retired HC Judge, which has already been constituted by the Government. The difference between the provisional fee and the final fee will be adjusted after finalization of the fee structure.

10.3 Examination Fee :

For private & regular candidates :-

Examination Fee 500-00 Rs.

11. LAST DATE OF ADMISSION- All admissions shall be finalised by 15/11/2004 and not admission should be allow after the cut of date of 15/11/2004.

12. SYLLABUS AND EXAMINATION -
The Director Research and Medical Education would prescribe the syllabus for the course. His office would arrange for the conduct of the examination and award of the Certificate of Diploma in Medical Lab. Technology.
