Subject: Admissions in MBBS/BDS Course in Christian Medical College, Ludhiana and Sri Guru Ram Das Medical and Dental College, Amritsar.
 

1. Sri Guru Ram Das Institute of Medical and Dental Sciences, Amritsar till 2003 filled up its 50% minority quota from the students belonging to Sikh community on the basis of its own entrance test. Similarly the Christian Medical and Dental College, Ludhiana filled up all the seats from its own entrance test. The scheme of admissions under went a change following the order of the Apex Court in Islamic Academy Case Vs. Karnataka dated 14/8/2003. The State Government in its notification dated 17/6/2004 for the admissions in current year 2004-2005 provided that the 50% minority quota in Sri Guru Ram Das Institutes, Amritsar would be filled up on the basis of PMET conducted by the University. Similarly the Christian Medical College, Ludhiana could fill up only the 50% minority quota and the remaining 50% government quota will be filled up by the University. The CMC, Ludhiana and Sri Guru Ram Das Institutes, Amritsar, challenged the Government Notification before Admissions Supervision Committee headed by Mr.Justice G.R.Majithia (Retd.). The Committee vide its order dated 30/6/2004 in the case of Sri Guru Ram Das Institute of Medical and Dental Sciences, Amritsar and order dated 1/7/2004 in the case of Christian Medical College, Ludhiana held that:

(a) These institutions could conduct their own entrance test only for the 50% minority quota seats reserved for the students belonging to Sikh and Christian community respectively. The distribution of seats would remain 50:50 for the time being till it is altered by the Committee. The remaining 50% state quota seats will be filled up by the University from the test conducted by it.

(b) The minority quota seats shall be filled up strictly on the basis of inter-se merit of the students belonging to the minority community and there would be no sub quota/sub reservation with in the minority quota seats.

(c ) The test to be conducted by these institutions would be supervised by the Committee.

(d) The Committee adjourned the cases to 15/7/2004 and 16/7/2004 for next hearing in regard to the representations from these institutes for increase in minority quota seats.

2. The Fee Fixation Committee vide its order dated 1/7/2004 held that the medical institutions in the Punjab would charge only the provisional fee stipulated in the Government Notification at the time of admissions and the students would be asked to give an undertaking in regard to payment of the balance fee after the approval of the final fee structure by the Committee. The Committee basically endorsed the provisional fee fixed by the State Government as an interim arrangement.
