1. GENERAL |
(a) |
The
Governor of Punjab is pleased to notify admissions to under-graduate
Degree courses in Medical (MBBS)/ Dental (BDS)/ Ayurvedic (BAMS)/
Homoeopathic (BHMS), for the year 2004 in the medical institutions
in the state of Punjab. This notification is issued in accordance
with the judgment of the Hon'ble Supreme Court of India in TMA PAI
Foundation Vs. State of Karnataka [ (2002) 8- SCC-481] and Islamic
Academy of Education Vs. State of Karnataka [ ( 2003) 6- SCC -697]. |
(b) |
The
salient points of the Supreme Court decisions are: |
|
(1)
|
The
state government would fix the percentage of government
and management (minority) quota seats in private medical
institutions in the state. In fixing the percentage the
state must keep in mind the local needs and the interests
of the minority community in the state. The private institutions,
if not satisfied with the distribution of the seats, can
approach the committee headed by a retired High Court Judge. |
(2) |
The
status of an institution as minority institution is to be
determined by taking the State as Unit. |
(3) |
All the seats in government colleges and government quota
seats in private colleges will be filled up on the basis
of merit in the common entrance test (PMET) conducted by
the university. |
(4) |
The
management ( minority) quota seats can be filled up either
from the PMET conducted by the university or the common
entrance test conducted by the association of all private
colleges. If no such test is held by the private colleges
then the management seats would also be filled up on the
basis of merit in university conducted test. Institutions
holding their own test for more than 25 years can be exempted
from these two tests and can be permitted to have their
own test provided they exercise the option and are permitted
by the committe of a retired High Court Judge. |
(5) |
The management (minority) quota seats in the minority institution
would be filled up strictly on the basis of inter se merit
of the students belonging to minority community in the competitive
test and there would be no sub-reservation/quota for any
sub category in these seats.

(6) |
All
the seats would be filled strictly on the basis of merit
and there would be no sub quota/sub reservation in either
the government seats or the management seats except for
the constitutional reservation provided by the government.
|
(7)
|
There
would be uniform fee-structure for both government and management
seats. The private colleges can propose their own fee-structure,
which would be subject to approval by the committee of retired
High Court Judge. |
|
(c) |
The
Governor of Punjab is further pleased to notify that all the institutions
whether government or private, aided or unaided, minority or non-minority
shall be covered by this notification. |
(d) |
The
Governor of Punjab is further pleased to appoint Baba Farid University
of Health Sciences, Faridkot to conduct the Punjab Medical Entrance
Test - 2004 (PMET-2004) in three compulsory subjects of Physics,
Chemistry and Biology(Botany and Zoology) for selection of candidates
for admission to MBBS/ BDS and BAMS/BHMS courses in various institutions
of the State. |
(e) |
The
government has not been approached by the association of all the
private colleges in regard to the common entrance test of their
own. No institution except Christian Medical College Ludhiana (
dealt with in sub para (f) below) is older than 25 years and is
conducting its own test. Accordingly the management/minority quota
seats in private colleges including the minority institutions will
be filled up on the basis of merit in the PMET conducted by the
university. The government quota seats in all private colleges including
minority colleges would be filled up from the PMET merit list. |
(f) |
The
Christian Medical College (CMC) Ludhiana is the only college in
the State conducting its own Admission Test for more than 25 years.
The college has so far not produced permission from the Admissions
Committee headed by Mr Justice GR Majithia ( Retd) for conducting
its own test. The minority quota in the college therefore shall
also be filled up on the basis of merit in PMET conducted by the
university. The government quota will of course be filled up from
the PMET as explained above. |
2.
ELIGIBILITY FOR PMET |
|
The eligibility conditions for appearing in PMET-2004 are as follows
- |
A.
For MBBS/ BDS/ BAMS/BHMS Courses |
(A1)
Qualifying Examination - He/She has passed one of the following
qualifying examinations - |
|
(a) |
The
higher secondary examination or the Indian School Certificate
Examination which is equivalent to 10+2 Higher Secondary
Examination after a period of 12 years study, the last two
years of study comprising of Physics, Chemistry and Biology
after the introduction of 10+2+3 years education structure
as recommended by the National Committee on education; OR |
(b) |
The
intermediate examination in science of an Indian University/
Board of recognized examining body with Physics, Chemistry
and Biology which shall include a practical test in these
subjects and also English as a compulsory subject; OR |
(c) |
The
Pre-professional/ pre-medical examination with Physics,
Chemistry and Biology, after passing either the higher secondary
school examination, or the pre-university or an equivalent
examination. The pre-professional/ pre-medical examination
shall include a practical test in Physics, Chemistry and
Biology and also English as a Compulsory Subject; OR |
(d) |
The
first year of the three-year degree course of a recognized
university with Physics, Chemistry and Biology including
a practical test in these subjects provided the examination
is a “University Examination” and candidate
has passed 10+2 with English at a level not less than a
core course; OR |
(e) |
B.Sc.
examination of an Indian University, provided that he/she
has passed the B.Sc. examination with not less then two
of the following subjects- Physics, Chemistry and Biology
(Botany, Zoology) and further that he/she has passed the
earlier qualifying examination with the following subjects
- Physics, Chemistry and Biology and English; OR |
(f) |
Any
other examination which, in scope and standard is found
to be equivalent to the intermediate science examination
of an Indian University/ Board, taking Physics, Chemistry
and Biology including a practical test in each of these
subjects and English. |

(A2)
Supplementary Examination -The candidates who clear the qualifying
examination in supplementary batch (due to compartment etc.) are
eligible for appearing in PMET-2004. The are required to submit
a proof of having cleared the said examination at the time of declaration
of the result and in any case before the 1st counselling/interview. |
(A3)
Result Not declared – A candidate who has appeared for qualifying
examination but whose result has been not declared may be provisionally
permitted to appear in PMET. The candidate will be required to produce
the evidence of the result having been declared and he/she having
passed in the examination as per eligibility by the time of first
counselling. |
(A4)
Age - The candidate must have completed the age of 17 years on or
before 31st December, 2004 i.e. he should have been born on or before
31st December 1987. |
(A5)
Maths Marks - In case the candidate has also taken up mathematics
along with Physics, Chemistry, Biology and English then the marks
obtained in Mathematics are not to be counted towards calculation
of percentage for eligibility for appearing in PMET-2004. |
B.
For MBBS/BDS Course only |
(B1)
Marks in qualifying examination -Candidate must have passed in the
subjects of Physics, Chemistry, Biology and English individually
and must have obtained a minimum of 50% ( 40 % for SC/BC) marks
taken together in Physics, Chemistry and Biology ( PCB) in 10+2
/ Equivalent qualifying examination. |
(B2) Students of Punjab Schools - The candidate should have passed
his/her 10+1 and 10+2 examination or other equivalent qualifying
examination as listed in Para 2(A1) as a regular candidate from
a recognized institution situated in Punjab only (subject to exception
given in the following paragraphs ). The candidate would be required
to submit a certificate to this effect from the Principal/ Head
of the Institution last attended in the Prescribed Proforma. |
C.
For BAMS/BHMS Courses only |
(C1)
Marks in Qualifying Examination -The candidates desirous of seeking
admission in BAMS/BHMS courses must have passed in the subject of
Physics, Chemistry, Biology and English individually and must have
obtained a minimum of 40% marks taken together in Physics, Chemistry
and Biology in 10+2 or Equivalent Examination. In respect of SC/BC
candidates marks obtained in Physics, Chemistry and Biology taken
together in qualifying examination shall be pass marks instead of
40% as stated above. |
(C2)
Quota for students from outside Punjab- 15% of the seats to be filled
through PMET shall be open to candidates having passed 10+1 and
10+2 examination as regular candidates from the recognized institutions
situated outside Punjab. 85% of the seats shall be filled from amongst
candidates who have passed 10+1 and 10+2 as regular candidates from
a recognized institution situated in Punjab only. However if the
requisite number of eligible qualified candidates are not available
under 85% State quota the vacant seats shall be transferred to 15%
quota and vice versa. |
D.
Exemptions under para B2 and C2 |
The
condition of having passed 10+1 and 10+2 or other equivalent qualifying
examination as regular candidate from a recognized institution situated
in Punjab given in para B2 and C2 above shall not be applicable
to the following categories of candidates: |

(D1)
Candidates seeking admissions under NRI category. |
|
(D2)
Children, wards and dependent (whose parents are not alive) of those
Judges serving on benches of the Hon’ble Punjab & Haryana
High Court, employees of the Punjab & Haryana High Court, regular
Punjab Government employees/ Members of All India Service borne
on Punjab cadre/boards and Corporations/ Statutory bodies established
by or under an Act of the State of Punjab, who are posted outside
state of Punjab and have been holding the post outside Punjab on
or before 1st January of the year of entrance examination that is
on or before 1st January 2004. |
|
(D3)
Children, wards and dependents (whose parents are not alive) of
those regular Central Government Employees not covered under other
categories of D2 above who have served at least for two years in
Punjab out of the 3 years preceding the year of entrance examination
but were posted out of Punjab for some time during the said period
of three years due to which the children/wards were compelled to
do 10+1 and/or 10+2 or equivalent qualifying examination from out
side Punjab. However those who have been holding the post in Punjab
continuously for three years during the period shall not be entitled
to be exempted under this clause as they are equally placed with
other Punjab Government employee posted in Punjab. The three years
for admission for the year 2004 are 2001, 2002 and 2003. |
|
(D4)
Children, wards and dependents (whose parents are not alive) of
those Punjab Government pensioners settled outside Punjab state
before 1st January of the year of entrance examination i.e. 1st
January 2004. |
|
(D5)
Children, wards and dependents (whose parents are not alive) of
military/paramilitary forces personnel belonging to the State of
Punjab as per record at the time of their entry into service (a
certificate on prescribed proforma by the Commanding Officer of
the Unit has to be furnished;) |
|
(D6)
Children, wards and dependents (whose parents are not alive) of
the ex-employees of military/ para-military forces personnel belonging
to the State of Punjab as per record at the time of their entry
into the service, who have retired on or after 1st January of the
year, preceding two years of the year of entrance examination (i.e.
on or after 1st January 2002) for admission of the year 2004. |
|
(D7)
Candidates seeking admission under 15% out of the Punjab State quota
in BAMS/BHMS courses as explained in para C2 above. |
|
(D8)
Candidates belonging to the Sikh and Christian community who are
competing for the 50 % minority quota in the minority institutions
as explained in para 4.3(A)(d), (B)(d), (C)(D)(d). Candidates under
J&K migrant category. |
Note
1. For those candidates who are repeaters in categories (D2) to
(D5) the year of entrance for all these clauses shall be the year
of passing 10+2 /equivalent qualifying examination by the Candidate
instead of year of entrance examination. |
Note
2. The dependency certificate in case of those whose parents are
not alive shall have to be taken from the Deputy Commissioner of
the District where the candidate resides. |

4.
PROCEDURE FOR ADMISSION |
|
4.1
GOVERNMENT COLLEGES - Out of total seats 15% shall be filled
by the Government of India on all India basis through all India
Competitive Entrance Test. The procedure for filling up the NRI
seats has been explained in para 5 below. The remaining seats shall
be filled through the PMET-2004 strictly on the basis of merit in
PMET-2004.

4.2
PRIVATE COLLEGES -
(a)
The distribution of seats in private medical institutions would
be:
Government quota seats - 50%
Management quota seats - 50% ( including 15 % NRI quota)
(b) The government quota seats would be filled up by the Admissions
Committee appointed by the Government on the basis of merit in PMET-2004
conducted by the University.
(c) The management quota seats would be filled up by a Committee
headed by the Principal of the College concerned and comprising
of the representative of the Government and the University, strictly
on the basis of merit in the PMET-2004. The Principals will request
the Government and the University well in advance for nominating
their representatives. Government quota seats remaining vacant will
be transferred to management quota and vice-versa.
(d) NRI admissions- to be filled up as per the procedure described
in para 5 below. |

4.3
MINORITY INSTITUTIONS |
(A)
FOR CHRISTIAN MEDICAL COLLEGE, LUDHIANA |
|
(a)
The Distribution of seats in Christian Medical College, Ludhiana
would be as follows:
Government quota seats - 50%
Minority quota seats - 50% (only for Christians) ( including 15
% NRI quota)
(b) The Government quota seats would be filled up by the Admissions
Committee appointed by the government on the basis of merit in PMET-2004
conducted by the University.
(c) The Minority quota seats would be filled up by a Committee headed
by the Principal Christian Medical College, Ludhiana and comprising
of a representative of the Government and the University for which
the Principal CMC would request the Government and the University
well in advance of the admission date for nominating their representatives.
(d) The Minority quota is earmarked for the students of minority
community i.e. the Christian community. The CMC Ludhiana as explained
above has not produced permission from the Committee headed by a
retired High Court judge for conducting its own test for filling
up the minority quota. The minority quota seats will therefore also
be filled up on the basis of merit in the PMET-2004 conducted by
the university. The students belonging to Christian community from
all over India can appear in PMET-2004 and compete for only the
minority quota seats in Christian Medical College, Ludhiana. As
explained above the admissions would be strictly as per PMET-2004
merit and there would be no sub-quota/ reservation within the minority
quota. The minority quota seats remaining vacant will be transferred
to government quota seats.
(e) NRI admissions- to be filled up as per the procedure described
in para 5 below. |
(B)
FOR CHRISTIAN DENTAL COLLEGE, LUDHIANA |
|
(a)
The Distribution of seats in Christian Dental College, Ludhiana
would be as follows:
Government quota seats - 50%
Minority quota seats - 50% (only for Christians)( including 15 %
NRI quota)
(b) The Government quota seats would be filled up by the Admissions
Committee appointed by the government on the basis of merit in PMET-2004
conducted by the University.
(c) The Minority quota seats would be filled up by a Committee headed
by the Principal Christian Dental College, Ludhiana and comprising
of a representative of the Government and the University for which
the Principal CDC would request the Government and the University
well in advance of the admission date for nominating their representatives.
(d) The Minority quota is earmarked for the students of minority
community i.e. the Christian community. The CDC Ludhiana is less
than 25 years old and therefore it can not conduct a test of its
own. As a result the minority quota seats shall also be filled up
on the basis of merit in the PMET-2004. The students belonging to
Christian community from all over India can appear in PMET-2004
and compete for only the minority quota seats in Christian Dental
College, Ludhiana. As explained above the admissions would be strictly
as per PMET-2004 merit and there would be no sub-quota/ reservation
within the minority quota. The minority quota seats remaining vacant
will be transferred to government quota seats. |
|
(e) NRI admissions- to be filled up as per the procedure described
in para 5 below. |
(C)
SRI GURU RAM DASS MEDICAL COLLEGE AMRITSAR |
(D)
SRI GURU RAM DASS DENTAL COLLEGE AMRITSAR |
|
(a)
The Distribution of seats in the two institution would be:
Government quota seats - 50%
Minority quota seats - 50% ( For Sikhs ) ( including 15
% NRI quota)
(b) The Government seats would be filled up by the Admissions Committees
appointed by the Government on the basis of merit in PMET-2004 conducted
by the University.
(c) The minority quota seats would be filled up by the Committees
headed by the respective Principal of the college concerned and
comprising of the representative of the Government and the University.
The Principal of the college would request the Government and the
University well in advance for nominating their representatives.
(d) The Minority quota is earmarked for the students of minority
community i.e. the Sikh community. The two institutions are less
than 25 years old and therefore they can not conduct tests of their
own. As a result the minority quota seats shall also be filled up
on the basis of merit in the PMET-2004.The students belonging to
the Sikh community from all over India can appear in PMET-2004 and
compete for only the minority quota seats in the two colleges. As
explained above the admissions would be strictly as per PMET-2004
merit and there would be no sub-quota/ reservation within the minority
quota. The minority quota seats remaining vacant will be transferred
to government quota seats.
(e) NRI admissions- to be filled up as per the procedure described
in para 5 below. |
5.
NRI SEATS |
|
(a)
Seats- 15 % seats in all private colleges and specified seats in government
colleges are earmarked for the quota of Non Resident Indians. The
college wise details of these seats can be seen in para 3 above. The
NRI quota in private colleges will be part of the management quota.
Eligibility- The candidates against NRI seats in the colleges will
be admitted on the basis of merit determined on the basis of marks
obtained in Physics, Chemistry and Biology ( PCB) in the qualifying
examination. The eligibility, merit and equalivalence of the candidates
will be determined by the Baba Farid University. They are not required
to appear in PMET 2004. However they are required to be eligible for
admissions in the relevant course as per guidelines of the respective
Councils as reproduced in para 2(B!) and 2(C1). |

(b)
Preference- For admissions to the seats reserved
for NRI candidates, preference to the exclusion of others will be
given as follows: |
|
(i)
First preference will be given to NRIs having ancenstral origin in
Punjab.
(ii) Second preference will be given to NRIs having ancenstral origin
in states other than Punjab.
(iii) Third preference will be given to those Indian candidates who
are sponsored by the NRIs.
(iv) Fourth preference will be given to those students who are willing
to pay the fee in Indian currency equivalent to the stipulated fees.
Note- If sufficient number of candidates under first category are
eligible and available then they will admitted first even if students
under subsequent category are higher in merit. |

(c)
Admissions- Admissions will be made by the Committees as constituted
in para 9 below. |
|
(d)
Fees – The following fee will be charged from the NRI students:
MBBS Course- US $ 75,000
BDS Course- US $ 30,000
BAMS/BHMS Course- US $ 15,000
Note 1- Fee less than this will not be charged by any college under
any circumstance. |
Note
2- The NRI students will have to give a bank guarantee for the balance
fee if they opt to pay for in installments. |

(e)
Vacant Seats- Seats remaining vacant under NRI category in government
colleges will be filled up from the general category students and
in private colleges will go to management quota. |
6.
RESERVATION |
|
A.
GOVERNMENT COLLEGES:
The reservation for various categories in all government colleges
will be as under (40 %): |

B.
For Private Colleges: |

The reservation in private colleges in government quota seats will
be as follows (Total : 31%)
(a) Scheduled Caste - 25%
(b) Backward Classes - 5%
(c) Migrants from Jammu and Kashmir due to terrorist violence 1% |
C. Explanation: The following point shall be observed while granting
above reservation both in government and private college: |

(a)
The candidate under category A(d) shall be admitted only if he/
she has locomotory disability of lower limbs between 50% to 70%
disability and with this disability he/ she is otherwise found fit
medically to pursue the course in the speciality concerned by the
Medical Board duly constituted by the Government and consisting
of Heads of the respective Departments of three government Medical
Colleges at Patiala, Amritsar and Faridkot.
(b) The reservation for handicapped category is 3%. The MCI has
clarified that only orthopaedically handicap are entitled to reservation
and students having hearing/visual impairment are not eligible for
reservation. There is no reservation in BDS course for this category.
(c) For the claim of reservation in category (h) above a certificate
to this effect issued by Inspector General Police (HQ), Punjab shall
have to be produced while submitting other documents. In case of
Paramilitary Forces this certificate shall be countersigned by IG
Police (HQ) Punjab.
(d) The above reservation will be made in each speciality/ college
separately subject to the availability of seats as per instructions
issued by the Government of Punjab from time to time. The reservation
in each institution shall not exceed 25% in case of SC and 30% in
case of SC and BC combined together.
(e) Students claiming benefits of reservation under SC/BC category
will be required to produce a certificate from the competent authority
as per instructions of the Department of Welfare No. 1/41/96-RCI/110001-17
Dated Chandigarh 5/12/1996 ( for SC) and 1/41/93-RCI/459 dated 17/1/1994
( for BC).
(f) Candidate belonging to SC/ BC will be eligible for admission
against general seats as per combined merit in PMET-2004 and they
will not be counted against the reserved points.
(g) In the case of Sports Category, relative merit of the candidates
shall be determined on the basis of sports performance during 10+1
and 10+2 academic course by the Director Sports, Punjab.
(h) For 15% quota in BAMS/BHMS as per para 2(C2) above on all india
basis shall the reservation applicable will be - 15% for SC, 7.5
% for ST and 3% for the handicapped.
(i) If any seat from any reserved category is left unfilled, such
seat will fall to the general category.
(j) The candidates claiming reservation need not submit the required
certificates at the time of application for PMET. Mere stipulation
by them in the OMR application form and the answer sheet would be
sufficient. The certificates will however be required at the time
of applying for admission after the declaration of the result.
(k) The university will include the detailed guidelines and forms
of certificates for the above mentioned categories in the prospectus. |
7.
MODE OF EXAMINATION/COUNSELLING |
|
Date
of test, examination centres, conditions and modalities for the conduct
of PMET-2004 and counselling shall be decided and notified by Baba
Farid University of Health Sciences , Faridkot. |
8.
MODE OF SELECTION AND ADMISSION |
|
(a)
All applicants securing eligibility marks in the PMET-2004 shall
be eligible for respective course on merit and shall be required
to submit admission application form, duly filled in all columns
after declaration of PMET-2004 result. Interviews shall be compulsory
to confirm choice of station which will be final irrespective of
the choice filled in the application form.
(b) The interview/ counseling schedule shall be notified by the
Baba Farid University of Health Sciences Faridkot separately through
press.
(c) The university will publish detailed guidelines in regard to
counselling in the prospectus.

10.
DETRMINATION OF MERIT FOR ADMISSION |
|
(a) Result - The result of PMET will be available on the website of
the university and could be made available to the institutions.
(b) Admissions through counseling - The admissions shall be made strictly
as per merit in the Entrance Test ( PMET 2004). The choice of the
candidate will also be obtained at the time of interview/counselling
which will be final.
(c) Negative marking – There shall be no negative marking in
the PMET.
(d) Equal Marks in PMET - In case of candidates securing equal marks
in PMET their merit will be determined with reference to - firstly
the marks obtained in biology and secondly the age of the candidate
, older age being given higher merit.
(e) Waiting List - For each course a waiting list shall be prepared
and displayed by the university. The waiting list shall be operated
by calling the candidate for interview where she/he can revise her/his
choice after submitting a written declaration. The candidates can
obtain copy of option forms/ waiting list from the university after
payment of fee as fixed by the university.
(f) Seats - The information about the institution wise availability
of seats and reservation of seats for various categories will be notified
by the Baba Farid University of Health Sciences, Faridkot on the notice
board at the venue of the counselling before the interview as well
as on the University website.
(g) Eligibility for admission - For admission to MBBS/ BDS, candidate
must have secured at least 50 % ( 40 % for SC/BC) in the PMET 2004.
For admission to BAMS/ BHMS courses, the candidate must have secured
at least 40 % ( Pass marks for SC/BC ) in the PMET 2004.
(h) Subsequent counseling - The second counseling will be organized
to fill up the seats remaining vacant after first counseling and the
seats surrendered from the CBSE quota. The candidates will be free
to exercise fresh options during the second counseling and the students
can forgo any/all choices preferred earlier.
(i) Late recognition – If an institution gets recognition from
the central councils after the second counseling, then the seats will
be filled up from the waiting list and no fresh counseling will be
held.
(j) Transfer of seats to management quota - As explained above government
quota seats remaining vacant will be transferred to management quota
and filled up by the institutions from the eligible students strictly
as per their merit after obtaining a certificate from the Selection
Committees/University that that there are no candidates available
with them and they are unable to fill up the government quota.
(k) Management/Minority quota –The institution would give wide
publicity in at least two reputated newspapers and students would
be given at least 14 days time to apply. The applications would be
submitted to the institutions directly. Admission form would not be
denied to any candidate. The management/minority quota will be filled
on the basis of inter se merit of the students in the relevant test.
The admissions would be finalized by the Committee as para 9(E). The
University representative would be at liberty to place on record the
copies of applications sent by the candidates to the colleges directly,
for consideration by the committee.
(l) Left over seats - It is quite possible that for BAMS/BHMS/BDS
courses sufficient number of eligible students ( as per PMET percentage
–para 10(g) above) are not available. In that case the vacant
seats can be filled up from the students on the basis of their marks
in Physics, Chemistry and Biology ( PCB) in the qualifying examination
after seeking permission from the Selection Committee/ University.
Preference will be given to candidates who have appeared in PMET but
PMET merit will not count. If seats are still left vacant then these
can be filled up on the basis of PCM marks in the qualifying examination
from the students who have not appeared in PMET 2004, after seeking
permission from the Selection Committee /University.
(m) CBSE quota – Seats surrendered from CBSE quota will go to
general category.
(n) Declaration by students - Candidates and their parents will have
to give a declaration if they (candidates) have already got admission
in a course in any other State that they will leave that seat if they
opt for admission through PMET-2004 and will send a copy of the declaration
to the concerned institute where they have already deposited fee/
occupied a seat.
(o) Admissions strictly as per this Notification - All admissions
made in the State except the admissions made by CBSE/ DGHS under all
India quota, in any institute shall be as per eligibility conditions
and procedure laid down in this notifications.
(p) Students already admitted in previous years - A candidate who
has already taken admission in the previous year(s) will be allowed
to take admission in any other course / college only if he produces
an NOC from the college where he is studying. |
11.

Note1
- These include all kinds of charges and nothing extra will be charged
from the students under any head or guise.
Note 2- The fee will be payable on annual basis and the colleges

At the most students can be asked to give a bond that they will
be liable to pay the balance fee for the whole course even if they
left in midstream.
Note 3- The fee shall be refunded/ adjusted if a candidate is shifted
from one college to an other in second or subsequent counseling/operation
of waiting list. |

(iii)
Fee Fixation Committee - The fee and charges indicated in para (i)
and (ii) above are provisional. The colleges will charge the provisional
fee till their fee structure is approved by the Fee Committee under
the chairmanship of a retired HC Judge which has already been constituted
by the government. The difference between the provisional fee and
the final fee will be adjusted after finalization of the fee structure.

(iv)
Admission by University- If the private colleges don’t admit
students on account of dispute in regard to fee, the University
will be competent to make the admissions after receipt of provisional
fee. |
12. CUT OFF DATE FOR ADMISSIONS |
|
The
cut off date of admission will be 30th of September, 2004 in view
of the instructions/ guidelines of Medical Council of India/ Dental
Council of India/ Central Council of Indian Medicine. No admission
shall be made after this day under any quota or category. In order
to ensure completion of the prescribed course(s) and period of study
as well as commencement of examination(s) in time, no admission(s)/
adjustment(s) shall be made after this cut off date regardless of
any vacancy(ies) that might exist or might arise thereafter for
any reason whatsoever. |
13.
COMMITTEES |
|
The
state government has recently constituted the two Committes –
Fee Approval Committee and Admissions Committee headed by Mr Justice
GR Majithia, a retired judge of the High Court as mandated by the
apex court in Islamic Academy case dated 14/8/2003. The two Committees
are competent to pass directions in regard to (i) fee, (ii) mode
and procedure for admissions under management ( minority) quota,
(iii) percentage of government and management quota in private colleges
including minority institutions, (iv) permitting 25 years old institutions
to hold their test. The relevant provisions of the notification
are liable to change as per the directions of the Committees. |
