PUBLIC NOTICE

Subject: Directions of Admissions Committee in regard to admission in Management/ Minority Quota seats in Private (minority/non minority) institutions.

The following directions issued by the Admissions Committee on 7/8/2004 to all the private medical institutions running MBBS/ BDS/ BAMS/ BHMS/ B.Sc./ BPT courses are brought to the notice of students seeking admissions in management quota.

1. As you are aware the State Government has fixed the percentage of government and management quota as 50:50 and the management quota seats are to be filled up by the managements of the institutions after associating the representatives of University and Government. It has been further decided that except for Sri Guru Ram Das Institute of Medical and Dental Sciences (SGRD) Amritsar and Christian Medical and Dental College (CMC) Ludhiana, the management quota seats in all other private institutions will be filled up on the basis of merit in the PMET/PPMET conducted by Baba Farid University of Health Sciences, Faridkot.

2. The State Government has constituted an Admission Supervision Committee headed by Mr.Justice G.R.Majithia (Retd.) as per directions of the Apex Court in its order dated 14/8/2003 in Islamic Academy Case. This Committee would supervise all admissions against the management quota seats in the private unaided (both minority and non minority) institutions.
3. The Committee hereby issues the following interim directions for admissions against management quota:

(a) The Committee would depute Observers for supervising the admissions for management quota seats. No admission would be considered legal and valid unless approved by the Observers and Admissions Committee.

(b) All admissions shall be made strictly on the basis of inter se merit of the students.

(c ) The fee for management quota seats and government quota seats shall be equal as already decided by the Fee Fixation Committee in its order dated 17/7/2004(available on website www.punjabmedicaleducation.org.).

(d) The institutions would give advertisements inviting applications for management quota seats in atleast two leading dailies having wide circulation in Punjab.

(e) The institutions would send application form, prospectus and website address to the Member Secretary of the Committee and the university.

(f) The institutions would finalise and convey the schedule of admissions for management quota seats alongwith the following details to the Member Secretary – date and copy of advertisement, details of newspapers, last date of application, last date for receipt of application, last date with late fee, date of interview/counseling.

(g) The institution would request the Member Secretary for deputing observers for supervising the counseling/admissions for the management quota seats.

(h) The institution will not refuse application forms to the candidates. They would issue receipt of the application form received by them. The tentative day to day merit list shall be displayed everyday on the Board and website of the institution.

(i) If any application has not been entertained and displayed on the board/website, the student can make representation to the institute and endorse a copy of his application to the University and Member Secretary of the Committee.

(j) The institute would prepare a draft merit list after the last date of receipt of application and send a copy thereof to the University and Member Secretary. The institutions would get the applications verified by them from the Member Secretary and University, if any, received by them. The draft merit list shall be put on the website and the notice board.

(k) The student will be given atleast three days time to make representation against that draft list. The University and Member Secretary can bring on record the applications received by them, if those applications have not been entertained and brought on record by the institutions.

(l) The counseling/interview for filling up the management quota seats shall be conducted after finalizing the objections and draft merit list. A waiting list will also be prepared.

(m) Any subsequent vacancy will also be filled up in the same manner from the waiting list.

4. The fee structure notified in the order dated 17/7/2004 is purely provisional and the institutions are being asked to furnish the details of infrastructure put up by them and statement of income and expenditure. The final fee structure of institutions would be finalized after considering all these details. The institutions are therefore advised to take an affidavit from the students at the time of admission that they would be liable to pay final fee as fixed by Fee Fixation Committee.
